CIA agents Sean Davidson (David Bradley) and his partner Carl Brackston (Dwayne Alexandre) are sent on a covert mission to rescue a captured Delta Force unit and stop the terrorist scheme. Their mission goes awry, leading to their own capture by the ninja forces. With time running out, the agents turn to Joe Armstrong (Michael Dudikoff), a former special forces commando now working as a teacher with the Peace Corps, to help them save the city from annihilation.
