Sims cannot automatically use stairs or elevators to reach objects elevated via the T.O.O.L. mod if they cross past the legal 4-floor boundary. To make an incredibly tall building playable, use the Teleportation Pad or mods that allow Sims to teleport to designated markers on higher visual planes.
